Current Project: Enhancing Drought Resilience through Innovative Water Management in the Gaza Strip
Position title: Monitoring &External Relation (M&Ex) Officer
Assignment Period: One year - renewable
MAIN
TASKS :Under the supervision of the Deputy Director General, the
(M&Ex) Officer will be in charge of planning, collecting, analyzing
data and reporting on the different steps of the projects cycle, while
developing projects proposals, and performing other fundraising and
External relations function. A major part of this position will be
acting as a Monitoring Officer for a project titled " Enhancing Drought
Resilience through Innovative Water Management in the Gaza Strip" in
partner with Diakonie. Katastrophenhilfe and funded by BMZ. Within those
capacities the M&Ex Officer will be responsible of the following
tasks:
1-Conducting
participatory need assessment While giving importance to participatory
monitoring tools, support Program in establishing a monitoring system by
developing both qualitative and quantitative tools:
-Developing needs assessment tools and protocols including data collection forms.
-Leading
field visits, collecting data from beneficiaries/partners of DRR
project (Households assessments, villages assessments, etc.)
-Training field staff on data collection forms and strategies.
2-Monitoring &Evaluation Activities:
-Developing
systematic and realistic monitoring plans that capture quantitative and
qualitative data to report on all indicators in proposals/reports;
-Updating, implementing and following up the EDRGS Program Monitoring and Evaluation plans
-Leading
regular monitoring visits in coordination with the operations teams and
the Communication to collect data, verify information and assure
quality of data collection activates
3-Reporting:
-Writing Monitoring reports (Internal) at the end of each of program activities.
-Writing
impact survey reports (External) to be send to donor representatives
based on survey data analysis, related literature, and other qualitative
sources of information.
4-Fundraising
-Developing projects ideas together with the program and Writing proposals to different donors.
-Establish good working relationships with strategic partners and donors
-Effectively
participating in developing and implementing PARC's fundraising and
outreach strategy that embraces PARC’s approach and philosophy and
communicates its messages.
-Working closely with PARC Deputy Director and relevant team members to raise the profile of PARC for the upcoming three years.
REQUIRED QUALIFICATIONS & EXPERIENCES
-Advanced university qualification (in Development Studies, Statistics or other related field)
-Minimum three years experience in a Palestinian or international NGO
-Proven
experience working in M&E including designing and writing baseline
and impact surveys, needs assessments, reports and evaluation
-Fluency in written and spoken English
-Excellent computer competency
